K’gnausa Yodkerepauprai (“Keen-yah-suh Yawd-keery-paw-pry) joined CAPAA as its new Project Manager in February. He is a first-generation Thai Canadian-American, who immigrated with his mother to Madison, Wisconsin before moving to Olympia, Washington. He holds a B.A in Political Science from Evergreen State College.
Previously, K’gnausa served in a number of legislative offices, including the Office of Senator Joe Nguyen (34th LD), the Office of Senator John McCoy (38th LD), and the Office of Congressman Denny Heck (10th CD). These experiences kindled a passion for public policy and advocacy that he proudly brings to CAPAA.
K’gnausa cares deeply about preserving the environment, as well as access to affordable health care, housing and college. He enjoys the great outdoors, playing soccer and chess, and trying new recipes. Join us in welcoming K’gnausa to the CAPAA team!

Tuesday, February 15th marked a major milestone with “House of Origin Cutoff” – meaning all bills introduced in the House or Senate must be passed out of its House of Origin. The last day of the session, called, “Sine Die,” is March 6th, 2022.
The Senate and the House of Representatives continue to hold committee meetings and floor votes virtually. Members of the public may participate through virtual lobby days and providing virtual testimony. All committee and floor action will be streamed to TVW. ANHPI Legislative Days
Thanks to the organizing efforts of APIC-Washington, ANHPI Legislative Days this year occurred virtually from February 2 – 3, More than 300 people from across the state participated in virtual performances, as well as dozens of meetings with state legislators and a live meeting with Governor Jay Inslee. Advocates spoke about the importance of unemployment for undocumented workers, health equity for immigrants, investments into affordable housing, police accountability, and many other issues.Take a look at APIC-WA’s full list of legislative priorities here.
CAPAA Legislative Priorities
CAPAA tracks a number of bills flagged as impacting the agency itself or ANHPI Washingtonians. At the January Public Board Meeting, Commissioners voted to support three pieces of legislation:
SB 5264 | Establishing January as Americans of Chinese Descent History Month.
HB 1659 | Making higher education more accessible through expanding the Washington College Grantby modifying the income eligibility thresholds and award levels.
HB 1881 |Establishing a voluntary birth doula certification program through the Department of Health.

Day of Remembrance
An annual event commemorating the signing of Executive Order 9066 leading to the incarceration of 125,000 people of Japanese ancestry during WWII will be held Friday, February 18, 2022 at 12:30-2:00 PM. The ceremony will be televised and live streamed at the time of the event.
